Odd Hebrew Character?

I thought this was something new for me - I'm now tending towards to some odd kind of Hebrew Character, smaller and different markings. Can someone confirm?

    Yes, it's an unusual form of Hebrew Character. In extreme forms the black areas can be missing entirely.
