Almost certainly, Mark, but separating it from Agonopterix ciliella is not easy without resorting to dissection (refer to the micro field guide). There are good images on the UK-Moths website showing the hind-wing cilia of both species but in my experience these markings can be difficult to interpret on live moths!
There is a reddish tinge and 3 white spots which makes it a candidate for ciliella. Sometimes the cilia on the hindwings are very clear (as Mister Wilton says, look at the images on UK moths), sometimes they are less so, although under good magnification and some experience you can usually work out which one it is. Dissection is also quite tricky and I recently posted a male comparison image on the Moth Dissection website to help folk separate.
