Certainly looks like it, Steve - a very nice record for Oxfordshire! I wonder where it might have wandered from? The BC Atlas shows hardly any dots at all for the 'SP' 100km square and virtually nothing to the NE of you all the way to the coast, so I suspect it might actually have come from one of the heaths to the south on the southerlies we had at the beginning of the week.
I don't think you'll find Heath Rustic at Shotover! I see that on the 19th the Scilly Isles had their first ever record of Heath Rustic amongst a batch of other migrants so the chances are that Steve's moth came from even further afield than we thought...
