Hello Barnaby, Yes, that's Ptocheuusa paupella. It is supposed to be a reasonably common species in our area wherever there is fleabane (so usually in damp places) although it doesn't seem to get recorded all that often. Like Apodia bifractella it can be found during the daytime sitting around on the food-plant.

...and I've just noticed the title you gave your post - this isn't a Coleophorid although I can see where you are coming from!
